SPECIAL MEETING OF COUNCIL

June 10, 2003



The meeting was called to order by the Warden at 7:05 p.m. in the Conference Room, in the Administrative Centre, in Barrington, N.S., with the following members present:

- Warden Sterling Belliveau
- Deputy Warden Eddie Nickerson
- Councillor Angus Atkinson
- Councillor Louise Halliday
- Councillor Wayne Smith

- Brian Holland, Municipal Clerk

Absent were members Fred Bower due to work commitments and Dwayne Hunt.
 

PURPOSE OF MEETING

The purpose of this meeting was for Council to have a Closed Session to discuss a personnel matter involved in the reorganization of the Recreation & Facilities Department. 
 

CLOSED SESSION

The meeting entered into Closed Session at 7:07 p.m.
 

OPEN SESSION

At 9:12 p.m. the meeting entered Open Session in order to further discuss the reorganization of the Recreation Department and to take action in this matter.

Moved by E. Nickerson and seconded by L. Halliday that the Recreation & Facilities Department not be restructured as presented in the proposal under consideration.

Upon request the vote was recorded:

Motion carried.

Moved by E. Nickerson and seconded by W. Smith that the proposal presented to Council be changed by inserting the following in the proposal under the Facilities Management Section:

1. A Facilities Supervisor at $33,000 to $38,000.
2. Two (2) Facilities Operators for 52 weeks at $13.88 - $16.51 per hour.
3. Delete the Facilities Technician position.
4. The Manager and the two (2) operators be certified to operate the compressor room.

It was also indicated at this time that it was understood that the salaries of the two (2) operators would be based on a forty (40) hour work week.

Motion carried.

Moved by E. Nickerson that the Recreation Coordinator be paid $41,000 annually.

This motion was lost as no seconder was obtained for the motion.

Moved by W. Smith that the Recreation Coordinator be paid $46,000 annually.

This motion was also lost as no seconder was obtained for the motion.

Moved by W. Smith that the Municipality continue to pay the current Recreation & Facilities Manager at his present salary until November 1, 2003.

This motion was also lost as no seconder was obtained for the motion.

At 9:53 Councillor Atkinson retired from the meeting.

Moved by E. Nickerson and seconded by L. Halliday that the Warden, the Recreation Chairman and the Municipal Clerk, negotiate with the Recreation & Facilities Manager a salary starting at $38,000 annually.

Motion withdrawn.
 

CLOSED SESSION

At 10:18 p.m. the meeting again entered into Closed Session for the purpose of giving direction to the Municipal Clerk regarding the personnel matter of the Recreation & Facilities Manager’s wage.
 

OPEN SESSION

The meeting then returned to Open Session and further discussion continued regarding the reorganization of the department.

It was agreed by members to request the Recreation & Facilities Manager to attend the Council meeting on Wednesday, June 11, 2003, in order to attend a Closed Session to discuss and negotiate his salary.

The Manager will be asked to attend the Council meeting at approximately 8:30 p.m. for this purpose.
