Minutes of the Regular Meeting of Barrington Municipal Council held in the Council Chambers in the Administrative Centre, in Barrington, N.S., on Wednesday, June 9, 2004. MOMENT OF SILENCE A moment of silence was held in memory of Irving C. Pink who recently
passed away. Mr. Pink served as Municipal Solicitor for many years.
ADDITIONS TO THE AGENDA The Warden informed members that it is necessary to add the following items to the Council agenda: - Matters Arising:

APPROVAL OF MINUTES Moved by F. Bower and seconded by D. Hunt that the minutes of the last meeting held May 25, 2004 be approved as circulated. Motion carried.
MATTERS ARISING FROM THE MINUTES Long Term Nursing Care Facility Committee Membership The Clerk informed members that an advertisement was placed in the Coast
Guard Newspaper inviting applications from individuals wishing to serve
on the Long Term Nursing Care Facility Committee. The advertisement
appeared in the paper on May 25th and June 1st. The deadline for
applications was June 8, 2004, at 4:00 p.m. No applications were
received.
Page 2, Regular Meeting of Barrington Municipal Council, June 9, 2004 During discussion of this matter it was noted that one member is currently working in Amherst and has therefore resigned from his position on the committee. A letter of thanks was forwarded to him for his interest and involvement in the Committee. Appointment of Pound Keeper Resolution C040601 Moved by F. Bower and seconded by L. Halliday that the SPC be appointed Pound Keeper for the Municipality of Barrington. Motion carried unanimously.
PROCLAMATION The Warden informed members that information has been received from the Senior Citizens Secretariat on Senior Citizens Week. The letter invited the Municipal Council to join in recognizing this special week. Their being no objections received, the Warden declared June 13 -19,
2004 as Senior Citizens Week in the Municipality of Barrington.
CORRESPONDENCE Garden Party Invitation The Clerk informed members that the Warden has been invited to attend the Garden Party to be held on Wednesday, June 16, 2004, at 2:00 p.m., at Government House, in Halifax. Resolution C040602 Moved by L. Halliday and seconded by F. Bower that if the Warden wishes to attend the Garden Party, his expenses be paid by the Municipality. Motion carried unanimously. Fish Plant Workers It was reported that a letter has been received from the Minister of Fisheries and Oceans advising that he is in receipt of our letter of April 19, 2004. The letter advised that although the Government of Canada has no plans at this time to implement additional assistance programs in Atlantic Canada, they remain committed to encouraging economic diversification. The Minister advised that, if asked, he would be available to meet with
the Minister of Agriculture and Fisheries to discuss the state of the fishing
industry in Nova Scotia.
Page 3, Regular Meeting of Barrington Municipal Council, June 9, 2004 Canadian Taxpayers Federation It was reported that correspondence has been received from the Canadian Taxpayers Federation. The letter advised that the Federation is inviting the Municipal Council to join the Canadian Taxpayers Federation in calling for the Federal Government to return over $2 Billion in Federal Fuel Tax Revenues to Canada’s municipalities, to be reinvested in roadway construction and maintenance. A petition has been provided by the Canadian Taxpayers Federation and they are requesting that it be signed and returned to them. Their goal is to collect the signatures of 500 municipal leaders across the county. It was the consensus of members that the petition be signed by members and returned to the Federation. Cox Penney Road The Clerk reported that correspondence has been received from the Department of Transportation advising that our request to have Penney Road paved under their program has been approved. Penney Road is located in South Side and is 0.24 kms. It is estimated that the cost of road paving will be $46,000.00. The Department of Transportation program provides for 50% funding by the Province and 50% funding from the municipal unt. Resolution C040603 Moved by E. Nickerson and seconded by W. Smith that the above matter be referred to the Finance Committee for further discussion. Motion carried unanimously. Resolution C040604 Moved by E. Nickerson and seconded by L. Halliday that the Clerk make contact with the Department of Transportation to determine whether we can tender the project ourselves. Motion carried unanimously. It was agreed that once a tender price has been established that the residents of Penney Road be contacted to determine if they are interested in cost-sharing in this project. John Smith The Clerk informed members that a thank you letter has been received from John Smith for the additional compensation provided to him for work on the V.I.C. mural. RDA It was reported that a letter has been received from the South West
Shore Development Authority regarding the Shelburne County Skills Acquisition
Program. The letter advised that the current program ended May 28,
2004, but it is hoped that a new program will commence in July of 2004.
Page 4, Regular Meeting of Barrington Municipal Council, June 9, 2004 REPORT OF WARDEN June 3, 2004 - The Warden informed members that he attended the official opening of Lobster Festival in Lockeport. The official opening is scheduled to be held in Barrington next year. As part of the Lobster Festival activities, the Warden informed members that he also attended the Firemen’s Breakfast held by the Wood’s Harbour Volunteer Fire Department. June 5, 2004 - The Warden attended the Royal Canadian Sea Cadets Review. The group presented the Warden with a picture of the group which will be placed on display in the Administrative Centre. June 8, 2004 - The Warden attended the Lieutenant Governor’s Medal presentation which was held in Yarmouth. Local recipients were Joshua Goreham and Danielle Newell from B.M.H.S. Resolution C040605 Moved by L. Halliday and seconded by D. Hunt that letters of congratulation be forwarded to both Joshua Goreham and Danielle Newell. Motion carried unanimously. June 8, 2004 - The Warden attended the PC Caucus Meeting held in Yarmouth. He gave a brief report on the meeting. The Library Project was briefly discussed at this meeting. It was suggested that the project be brought to the attention of the Minister of Economic Development and the Minister of Sport and Recreation. The Clerk informed members that an application for funding has already been forwarded to the Office of the Minister of Economic Development. The Clerk advised that he would contact the Development Officer and request that the Minister of Sport and Recreation be made aware of our project. Resolution C040606 Moved by E. Nickerson and seconded by W. Smith that an invitation be forwarded to the provincial government requesting that they hold a Caucus meeting in Barrington. Motion carried. Unanimously.
COMMITTEE REPORTS Deferred Motion Re: Curfew The Clerk reported that the following motion was deferred to this meeting of Council. Moved by F. Bower and seconded by W. Smith that Municipal Staff draft
a Curfew By-Law for the entire Municipality to be applied on Halloween
Night.

The Warden turned the chair over to the Deputy Warden in order that he could speak on the motion. He requested members to defer the motion until he has had an opportunity to approach the Wood’s Harbour Fire Department to determine whether they had requested the curfew be put in place since the original request was that a curfew be put in place in the Wood’s Harbour area only. Moved by S. Belliveau and seconded by L. Halliday that the above motion be deferred and that a letter be written to the Wood’s Harbour Volunteer Fire Department asking for their comments on the request for a curfew. AFFIRMATIVE NEGATIVE

Motion defeated. Finance and Administration Committee Ivy Goodwin Request Resolution C040607 Moved by F. Bower and seconded by L. Halliday that the Municipality grant the request of Mrs. Ivy Goodwin to have three (3) apartments in her property on Brass Hill and this request be only for as long as Mrs. Goodwin owns the property and not be extended automatically to future owners. Hunt that the Warden be authorized to attend the opening of the Shelburne County Lobster Festival and the graduation ceremonies at the Nova Scotia Community College. Motion carried. Budget Resolution C040609 Moved by F. Bower and seconded by D. Hunt that the Municipality pay for the purchase of three (3) properties from the Barrington Passage Community Club by withdrawing funds from the Special Reserve Fund Capital for this purpose. Motion carried unanimously. Municipal Bursary Resolution C040610 Moved by F. Bower and seconded by L. Halliday that the application of Felecia Thomas be accepted for the Municipal Bursary for the current year. Motion carried. PC Caucus Meeting Resolution C040611 Moved by F. Bower and seconded by D. Hunt that the expenses of the Warden for attending the PC Caucus Meeting held on June 8, 2004 be authorized for payment. Motion carried unanimously.
Page 7, Regular Meeting of Barrington Municipal Council, June 9, 2004 Hiring Committee Aquatic Supervisor Resolution C040612 Moved by W. Smith and seconded by D. Hunt that Bethany Thurber, Stephanie Swim and Felecia Thomas be hired as Aquatic Supervisors for the coming season at the Barrington Municipal Swimming Pool. Motion carried unanimously. Resolution C040613 Moved by W. Smith and seconded by D. Hunt that Meagan Harris be designated as alternate Aquatic Supervisor at the Barrington Municipal Swimming Pool for the coming season should either of the previous three applicants not accept the position. Motion carried unanimously. Program Supervisor Resolution C040614 Moved by W. Smith and seconded by D. Hunt that Hillary Rose, Amanda Messenger, Brittany Ryer and Meagan Harris be hired as Program Supervisors in the Summer Day Camp Program for the coming season. Motion carried unanimously.
COMMUNITY HEALTH CENTRE Resolution C040615 Moved by D. Hunt and seconded by W. Smith that; WHEREAS the Municipality of Barrington owns and operates the Community Health Centre with the advice of and assistance of the Community Health Care Advisory Committee; AND WHEREAS residents of the Town of Clark’s Harbour are receiving the benefits of the Community Health Centre even though some residents of the Municipality of Barrington are not able to; AND WHEREAS when the Community Health Care Advisory Committee was formed, an allowance was made for a member from the Town of Clark’s Harbour Council to sit on this committee and have direct input into what services are offered and what upgrades should be recommended to Barrington Municipal Council for this Centre; THEREFORE BE IT RESOLVED that the Municipality of Barrington ask that the Town of Clark’s Harbour to financially contribute to the operational and capital costs of the Community Health Centre on a per capita basis. Motion carried unanimously.
LOBSTER FESTIVAL It was suggested that Lobster Festival activities should be planned
at McGray Avenue next year. It was also suggested that possibly the
opening of Lobster Festival could also be held at McGray Avenue.
CLOSED SESSION RE: PERSONNEL MATTER At this time a Closed Session of Council was held to deal with a personnel matter. The Regular Council Meeting was called back to order.
