Minutes of the regular meeting of the Barrington Municipal Council held in the Council Chambers, in the Administrative Centre, in Barrington, N.S., on Wednesday, April 11, 2001.

The meeting was called to order by the Warden at 7:00 p.m. with the following members present:

- Warden Sterling Belliveau

ADDITIONS TO AGENDA

The Warden reported that it is necessary due to time restraints that the following two (2) items be added to the agenda:

1.    The "Blue Bag Contract" will be added to "Matters Arising From the Minutes".
2.    The "Shelburne County Fish & Game Association" will be added under "Correspondence".

It was agreed that the two (2) additions be made.


APPROVAL OF MINUTES

Moved by F. Bower and seconded by D. Hunt that the minutes of the last meeting held March 28, 2001 be approved as circulated.

Motion carried.


MATTERS ARISING FROM THE MINUTES

Physician Recruitment

The Clerk reported that a letter has been received from the College of Physicians and Surgeons in response to our letter dated March 20, 2001.  The letter advised that the Department of Health looks after recruitment of physicians to Nova Scotia but if the College becomes aware of a physician looking for a practice location then they will certainly mention the opportunity in Barrington Passage.

The Clerk advised that a Physician Recruitment Committee Meeting is scheduled to be held on Monday, April 16, 2001, in the Administrative Centre.  Members will be notified.

CFIA Officers

The Clerk reported that a letter has been received from the Minister of Agriculture and Fisheries relating to the move of the Canadian Food Inspection Agency officers from Barrington Passage to the Town of Shelburne.

The Minister advised that the move became necessary when CFIA could no longer occupy the DFO building in Barrington Passage due to additional space requirements by DFO.  CFIA chose to relocate to Shelburne as adequate space was available in an existing Federal Building. 

The Minister advised that we must focus our attention on the service provided to the processing community and that this move does not have an adverse effect on this very important sector of the fishing industry.

Resolution 40A

It was reported that a letter has been received from Ken Simpson, Executive Director, Union of Nova Scotia Municipalities.

The letter advised that he has reviewed their files and he was unable to locate a response to the 1999 Resolution 40A which called upon the government to appoint a minister whose sole responsibility is the fishery. 

Mr. Simpson is requesting to know whether the Municipality would like him to attempt to seek the views of the Minister on the 1999 Resolution or would the Municipality like to submit an updated resolution on this matter for the 2001 Conference. 

The consensus of members was to obtain a response from the Minister on the 1999 Resolution 40A.

Blue Bag Contract

The Clerk informed members that Waste Check has given notice to Barton Recyclers that the recycling contract will terminate on April 30, 2001.  Therefore, the Municipality of Barrington must have alternate arrangements put in place for the disposal of blue bags by the end of April. 

This matter has been discussed with H. & H. Recovery Ltd. and a draft contract has been prepared.  Each member of Council was provided with a copy of this contract.  During discussion it was noted the Municipal Garbage Collector, Corbett Blades, has agreed to transport the blue bags to H. & H. Recovery Ltd. which is located in Yarmouth.

Moved by D. Hunt and seconded by L. Halliday that the contract for the processing of source- separated recyclable materials should be entered into with H. & H. Recovery Ltd. subject to the document being first reviewed by the Municipal Solicitor.

Motion carried.


CORRESPONDENCE

Condition of Roads

It was reported that a copy of a letter addressed to MLA Cecil O'Donnell, from the Minister of Transportation and Public Works, has been received.  The letter was in response to a letter sent by the MLA regarding the condition of various roads in the Municipality of Barrington. 

The Minister has advised that the roads are all projects identified by the Department as requiring re-paving.  Unfortunately, funding levels only allow the Department to address a few of the numerous projects requiring attention located throughout the Province.

Medical Centre

The Clerk reported that a letter has been received from the Barrington Health Clinic Steering Committee.  The letter advised that a group of local citizens have recently volunteered to serve on a committee to address the serious health care issue facing the residents of the Municipality of Barrington and the Town of Clark's Harbour. 

The Committee's main concern at this time is the serious shortage of medical doctors and the need to have a facility that will assist in attracting doctors to, and retaining them in the area.  The letter advised that the Committee fully endorses the actions of Council to negotiate the possible purchase of Dr. Blair's Medical Clinic.  The letter further extended the Committee's assistance in any way.

Moved by E. Nickerson and seconded by D. Hunt that a letter be written to the Barrington Health Clinic Steering Committee advising that we would accept any assistance, information or suggestions they may have to address the doctor shortage in the area, and that we will keep their Committee up to date on steps being taken by the Municipality.

Shubenacadie Indian Band Court Case and Municipal Intervention

The Clerk advised that a letter has been received from the Municipality of Yarmouth requesting confirmation that each municipal unit involved understands and agrees that McInnis Cooper will continue to act for the AFIA even if it becomes necessary for any reason to discontinue representation of the municipal units.

Moved by E. Nickerson and seconded by W. Smith that a letter be forwarded to the Municipality of Yarmouth confirming that the Municipality of Barrington understands and agrees that MacInnis Cooper will continue to act for the AFIA even if it becomes necessary for any reason to discontinue representation of the municipal units.

Motion carried.

Shelburne County Fish & Game Association

The Clerk reported that Richard Swaine, President of the Shelburne County Fish & Game Association, has requested permission to hold a Free Fishing Day at Owaissa Park.  The Association will release 500 trout in the pond and will hold a Free Fishing Day on June 2, 2001, from 9:00 a.m. to 1:00 p.m.

Moved by E. Nickerson and seconded by L. Halliday that the Shelburne County Fish & Game Association be permitted to hold a Free Fishing Day at Owaissa Park on June 2, 2001.

Motion carried.


PROCLAMATION

The Warden reported that information has been received from the South Shore Labour Council requesting that the Municipality of Barrington proclaim a Day of Mourning for workers killed or injured on the job.

Their being no objection to the proclamation, the Warden declared April 28, 2001 as a Day of Mourning for workers killed or injured on the job.


WARDEN'S REPORT

The Warden provided a brief update on meetings and functions attended since the last meeting of Council.


COMMITTEE AND BOARD REPORTS

Recreation

French Parent's Group

Moved by E. Nickerson and seconded by D. Hunt that the Municipality assist the French Day Camp Program by providing administration and supervisory assistance, providing that all federal and provincial grants remain available to fund the program.

Motion carried.

Public Works

Disposition of Elementary Schools

Barrington Consolidated School

Moved by W. Smith and seconded by D. Hunt that the Municipality give the Barrington Volunteer Fire Department an agreement for access to the ball field across the school property.

Moved by E. Nickerson and seconded by A. Atkinson that the above motion be amended by inserting "until such time as a more permanent solution can be determined".

Motion carried.

The original motion as amended was then put to a vote and carried.

The amended motion is as follows:

"that the Municipality give the Barrington Volunteer Fire Department an agreement for access to the ball field, across the school property, until such time as a more permanent solution can be determined."

Physician Recruitment

Moved by W. Smith and seconded by L. Halliday that the Municipality appoint Miss Lynn Lamrock to the Physician Recruitment Committee.

Barrington Consolidated School

Moved by W. Smith and seconded by L. Halliday that the Municipality allow the Fisheries Group, who had requested use of the building, to use a portion of it until disposition of the building is decided, or until the end of October, whichever comes first.

Motion carried.

It is the intention of the Fisheries Group to set up a coral display.

Hospital Information Sessions

Councillor Smith advised that he attended a Hospital Information Session held at Roseway Hospital on April 5, 2001.  Councillor Smith gave a brief report on the meeting.

Waterfront Development Committee

Councillor Smith advised that there is still no Chairman of the Waterfront Development Committee and meetings are currently being chaired by the Vice Chairman, Terry Zinck.

Concern was expressed by members that it was the decision of the Waterfront Development Committee that members look into communities for possible new members and present names at the next Waterfront Development Committee with the hope of finding a new chairperson.

It was agreed by members that Councillor Smith inform the Waterfront Development Committee of the role of the chairperson and that the Committee's workload is to be shared.


HIRING POLICY AMENDMENT

It is proposed that the following Section #8 be added to the current Hiring Policy, Policy #39:

"Section 8 - This policy shall not apply to staff hired to run the Day Camp during March Break.  Staff selection shall be carried out under the supervision of the Municipal Clerk."

Notice as required under the Municipal Government Act was given by Council at their meeting held March 28, 2001.

Moved by D. Hunt and seconded by W. Smith that Policy #39, Hiring Policy, be amended to include Section 8 as noted above.

POLICY #31 TAX RELIEF RECREATIONAL FACILITIES AMENDMENT

It was reported that the required notice was given at the March 28, 2001 Council Meeting that amendments will be considered to Policy #31 to provide tax exemption to the Barrington Regional Curling Club.  Amendments will include the deletion of the word "outdoor" in the policy title and the addition of the Barrington Regional Curling Club to the list of organizations qualifying for the grant.

Moved by F. Bower and seconded by D. Hunt that Policy #31 Tax Relief-Outdoor Recreational Facilities be amended as indicated above.

Community Grants Policy

Notice was given at the March 28, 2001 Council Meeting that consideration will be given to the adoption of the proposed Community Grants Policy.

Moved by D. Hunt and seconded by F. Bower that the Community Grants Policy as provided to Council be approved.

Motion carried.

First Reading - Taxi By-law

In advance to the meeting each member of Council was provided with a copy of a draft Taxi By- law.

Moved by F. Bower and seconded by W. Smith that the Taxi By-law as provided to Council be approved in first reading.

Motion carried.

Moved by F. Bower that the meeting adjourn.
