SPECIAL MEETING OF COUNCIL

The meeting was called to order by the Warden at 7:00 p.m., in the Conference Room, in the Administrative Centre, in Barrington, N.S., on Wednesday, April 30, 2003, with the following members present:

- Warden Sterling Belliveau
- Deputy Warden Eddie Nickerson
- Councillor Angus Atkinson
- Councillor Louise Halliday
- Councillor Dwayne Hunt
- Councillor Wayne Smith

- Brian Holland, Municipal Clerk

Absent was Councillor Fred Bower.
 

PURPOSE OF MEETING

The purpose of the meeting was for Council to review a proposed draft design for a new Visitor Information Centre to be constructed by the Municipality.

Notice of this meeting had been previously given at the April 23, 2003 regular Council meeting.
 

PRESENTATION AND DISCUSSION OF PROPOSED DESIGN

Mr. Frank Anderson, CEO of the South West Shore Development Authority; together with Mr. Mark Townsend, Development Officer; and Mr. Michael Williams, Professional Engineer, were present for the purpose of presenting a proposed design for the Visitor Information Centre.

The proposed design is for a one and one half storey building measuring 48' by 32'.  This building will be constructed in two (2) 24' sections so that it may be taken apart and moved at a later date.  It was proposed that a separate lighthouse structure be completed adjacent to the Visitor Information Centre to be placed on the same property.  The lighthouse structure would be used as a gift shop. 

There then followed much discussion and explanation of the proposed design and of possible alternatives. 

After much discussion it was agreed there were three (3) options available to the Municipality for design:

 - Option A is for the construction of a Visitor Information Centre only without a lighthouse.  This Visitor Information Centre would be a one and one half storey building with the second storey fully enclosed.

 - Option B is for the construction of a Visitor Information Centre together with a lighthouse structure adjacent on the same property.  The lighthouse structure could be composed of what is presently the Seal Island Lighthouse Museum.  The museum would be taken apart and moved to the new site if the Cape Sable Historical Society is in agreement.  The lighthouse structure could also be a new lighthouse building built on the new site with the light portion of the Seal Island Lighthouse structure moved from its present location to the new structure.  Again, this option depends on the agreement of the Cape Sable Historical Society.

 - Option C is to construct a Visitor Information Centre which incorporates a lighthouse in the top of the V.I.C. structure itself.  This structure would be completely new.  The lighthouse structure would not include the former Seal Island Lighthouse portion of the light. 

It was agreed by consensus of members that these options would be further pursued.

Moved by D. Hunt and seconded by W. Smith that representatives of the South West Shore Development Authority and Municipal staff consult with representatives of the Cape Sable Historical Society regarding the possible use of the original light from the Seal Island Lighthouse Museum in the proposed Visitor Information Centre and that no conditions be attached for the use of this light as it is municipal property.

Motion carried.

It is the consensus of members that the engineer would proceed with the plans for the Visitor Information Centre based on the options previously indicated and that the engineer would meet with Council in approximately two (2) weeks to present a final design for construction of the Visitor Information Centre.
