SPECIAL MEETING OF COUNCIL
August 29, 2005 The meeting was called to order by the Chairman at 7:00 p.m. in the Conference Room in the Administrative Centre, in Barrington, N.S. with the following members present: - Warden Sterling Belliveau - Deputy Warden Fred Bower - Councillor Louise Halliday - Councillor Donna LeBlanc-Messenger - Councillor Eddie Nickerson - Councillor Larry Stewart - Councillor Sean Strang - Brian Holland, Municipal Clerk - Mark MacIsaac of MacIsaac Environmental Consulting Limited ADDITIONS TO THE AGENDA The following item was added to the agenda: - Closed Session Re: Legal Matter. APPROVAL OF AGENDA Moved by F. Bower and seconded by L. Stewart that the Agenda be approved as amended. Motion carried unanimously. HATTIE PERRY E-MAIL An e-mail received from Hattie Perry, a resident of Barrington, regarding the selection of the Owaissa Park Site for the construction of the CED Centre/Library had previously been circulated to members for their information. In this E-mail Mrs. Perry expressed concern regarding the selection of this site as she feels it is an historic site and that the Owaissa Rink is not a man made pond. She also expressed concern that a privately owned firm is given a chance to rent space in the building and she also expressed concern regarding the need for public consultation or for an environmental report to be completed under the requirements of the Environmental Act. Members discussed the concerns that were raised by Mrs. Perry briefly. It was suggested that the Municipal Solicitor be contacted regarding the Environmental Act issue raised by Mrs. Perry. Resolution C050835 Moved by D. LeBlanc-Messenger and seconded by L. Halliday that the Municipality respond to the E-mail received from Mrs. Perry indicating that the Municipality has been in contact with the Nova Scotia Department of Environment and Labour and the Federal Department of Fisheries and Oceans in regards to any related environmental issues at this site and has received permission to proceed with the development of the CED Centre/Library and that it be indicated to Mrs. Perry that the Municipality intends to proceed with the construction of this project on this site. Motion carried unanimously. Page 2, Special Meeting of Barrington Municipal Council, August 29, 2005 CED CENTRE/LIBRARY PROJECT Completion Date Members were informed that correspondence has been received from ACOA indicating that the completion date for the project can be further advanced from March 31, 2006 to as late as March 31, 2007. It was indicated to ACOA that the project should be completed on or before October 1, 2006. Resolution C050836 Moved by L. Stewart and seconded by F. Bower that ACOA be informed that the completion date of the project of the CED Centre/Library project will be no later than October 1, 2006. Motion carried unanimously. Drilled Wells Members were informed by the engineer that the requirement for drilled wells has been deleted from the tender. These will not be done by the contractors but will be directly contracted by the Municipality with a well-driller as a separate contract. Operational Windows South West Shore Development Authority has requested that the windows in their offices be operating windows that can be opened. This will be a change in the tender. It is agreed by consensus of members that this change be done after tenders have been awarded. Test Pits Six (6) test pits were dug on the property by Eugene Newell & Sons Construction Limited. These test pits were necessary to determine the soil quality on the property and the content of rock on the property. Resolution C050837 Moved by L. Stewart and seconded by E. Nickerson that Eugene Newell & Sons Construction Limited be paid five hours for the excavator work to dig test pits on the proposed construction site. Motion carried unanimously. Geo-technical Work Ledge Rock has been found on the site as a result of the test pits. It was proposed by the engineer that the Municipality wait until excavation on the site has been done to determine what alternatives are available to deal with the ledge rock. Until the excavation work is done, it is not possible to determine how much ledge rock is present on the site. Members agreed that this would be done. Page 3, Special Meeting of Barrington Municipal Council, August 29, 2005 Snow Removal It was agreed by members that snow removal would be the responsibility of the constructor during the period of construction. Electrical Service Members were informed that Nova Scotia Power would provide ninety-two meters of free service. It is necessary that some relocation of poles and relocation of the existing service be done. This will be done at Municipal expense and will not be included in the electrical tender that has presently been put out. The street lighting to be installed at the completion of the project will depend on the location of the service that is provided by the building. Tenders The various tenders that have been received were publically opened by the Warden and prices contained therein were read to the meeting by the Warden. The following tenders were received: Mechanical Germain Mechanical and Electrical $53,300.00 plus HST of $7,995.00 for a total of $61.295.00. Electrical Graves Electrical Limited $87,500.00 plus HST Germain Mechanical and Electrical Limited $95,000.00 plus HST. Site Work Harlow Construction $185,690.00 plus HST Eugene Newell & Sons Limited $194,348.00 plus HST Building Structure Gaudet Building Contractors Limited $448,900.00 plus HST Graham Construction $318,990.00 plus HST Delmar Construction $316,800 plus HST Mike Hennigar General Construction Limited $409,008.00 plus HST Resolution C050838 Moved by F. Bower and seconded by L. Halliday that the tenders be forwarded to the Engineer hired by the Municipality so that they may be evaluated by them and a recommendation made to Council. Motion carried unanimously. Page 4, Special Meeting of Barrington Municipal Council, August 29, 2995. Resolution C050839 Moved by F. Bower and seconded by S. Strang that members be informed that notice of a special council meeting to be held next Tuesday, September 6, 2005 for the purpose of receiving the engineers recommendation and awarding the tenders for the CED Centre/Library project be given to Councillors this evening at this meeting. Motion carried unanimously. CLOSED SESSION OF COUNCIL Members then entered into Closed Session for the purpose of discussing a legal matter.
