EMERGENCY MEETING OF COUNCIL

August 8, 2002


The meeting was called to order by the Warden at 7:00 p.m., in the Conference Room, in the Administrative Centre, in Barrington, N.S., with the following members present:

- Warden Sterling Belliveau
- Deputy Warden Eddie Nickerson
- Councillor Angus Atkinson
- Councillor Louise Halliday
- Councillor Dwayne Hunt
- Councillor Wayne Smith (7:25 p.m.)

- Brian Holland, Municipal Clerk

Absent was Councillor Fred Bower due to work commitments.

Councillor Wayne Smith arrived at 7:25 p.m. because he was attending a meeting of the Waterfront Development Committee which was held earlier in the evening at 6:30 p.m.


PURPOSE OF MEETING

This Emergency Meeting of Council was called by the Warden in order for members to discuss the sale of municipal property and a legal matter, in closed session, due to time constraints required in making decisions regarding these matters.


CLOSED SESSION

By consensus of members the meeting entered closed session in order to discuss the two matters:

    1.    Sale of Municipal property.
    2.    A legal matter.

At 7:56 p.m. the meeting returned to open session.


SALE OF MUNICIPAL PROPERTY

Conflict of Interest

Councillor Wayne Smith declared conflict of interest as he is related to Mrs. Beatrice Nickerson.

Moved by E. Nickerson and seconded by D. Hunt that Mrs. Beatrice Nickerson be informed that in order to complete the sale of municipal property to her she must pay $530.00 now, and the balance of the purchase price on or before August 31, 2002, and that in the case of failure of payment the Municipal Clerk is to proceed with the public sale of the property.

SEWER OVERFLOW IN WOOD'S HARBOUR

Moved by D. Hunt and seconded by E. Nickerson, after reviewing the correspondence received from the Municipal Insurer indicating that the Municipality has no liability in this instance, that the Municipality will continue to supply an alternate water supply at the residence of Joanna Goreham until the end of next week, and the Municipal Solicitor will be required to advise Mrs. Goreham that after that time, because the Municipality has no liability in this matter, the Municipality will cease to provide any alternative water supply.

Motion carried.

The meeting was adjourned by mutual consent of members at 8:02 p.m.
