APPROVAL OF MINUTES Moved by G. El-Jakl and seconded by S. Strang that the minutes of the last previous meeting held December 11, 2006 be approved as circulated. Motion carried unanimously. MATTERS ARISING FROM THE MINUTES There were no matters arising from the minutes. CORRESPONDENCE Nova Scotia Tourism & Heritage Correspondence has been received from the Nova Scotia Department of Tourism, Culture & Heritage. The correspondence informs Council and the public of various heritage programs available through this department. A brochure is provided entitled: Heritage Places in Nova Scotia, What You Need to Know. This information will be kept on file at the Municipal Office and is available for all councillor’s information. Page 2, Regular Meeting of Barrington Municipal Council, January 8, 2007 C.S.I. Important Bird Area A request has been received by email from the C.S.I. Important Bird Area. This group is requesting support from Municipal Council in their funding applications for adult and children’s nature camps which they will be conducting during the summer of 2007 on Cape Sable Island. Resolution C070101 Moved by D. Messenger and seconded by G. El-Jakl that a letter of support be provided to the Cape Sable Important Bird Area for their nature camps to be conducted during the coming summer season. Motion carried unanimously. Rural Caucus Correspondence Correspondence has been received from Mr. Fred Whalen, Chair of the UNSM Rural Caucus. In this correspondence Mr. Whalen informs members that there will be a demonstration held at Province House on behalf of the pork producers and farmers of Nova Scotia. This demonstration will be held on Tuesday, January 9, 2007, at 11:00 a.m., and all municipal leaders are asked to attend in support of the pork producers. The Warden asked the Deputy Warden to assume the Chair so that she could address this matter. After completing her address of this matter, the Warden then returned to the Chair. There was no action taken in this matter by Municipal Council. Rural Caucus Meeting There is a Rural Caucus Meeting scheduled to be held at the County of Kings Municipal Chambers, at 9:00 a.m., on Thursday, January 11, 2007. No members indicated any wish to attend this meeting. WARDEN’S REPORT Since the Warden has been convalescing after her recent surgery, there is no report for this period. COUNCILLOR’S REPORT Councillor George El-Jakl Nothing to report. Councillor Donna LeBlanc-Messenger Nothing to report. Councillor Sean Strang Committee of the Whole Council Anthony Properties Request Resolution C070102 Moved by S. Strang and seconded by W. Smith that the Municipality not provide use of the well on municipal property for Mr. Anthony’s development at the former B.M.H.S. property, as the potential liability exposure to the Municipality could be significant in relation to the continued monitoring and use of the water supply. The well on Municipal property would be a secondary water supply. Region 6 Solid Waste Management Budget Resolution C070103 Moved by S. Strang and seconded by D. Messenger that the Region 6 Solid Waste Management Budget for the fiscal year 2007/2008 be approved as circulated. Motion carried unanimously. Councillor Strang indicated at this time that he had attended the last previous meeting of the Region 6 Steering Committee. Deputy Warden Nickerson indicated that it was impractical for him to attend these meetings in future although he would try to attend the Region 6 Steering Committee meeting if no other councillor could attend. Warden Halliday agreed to represent the Municipality at the Region 6 Steering Committee meeting. Page 4, Regular Meeting of Barrington Municipal Council, January 8, 2007 Resolution C070104 Moved by S. Strang and seconded by D. Messenger that Warden Halliday be the Municipality’s representative at the Region 6 Steering Committee meetings for Waste Management and that Councillor El-Jakl be the alternate representative for these meetings. Motion carried unanimously. NEW BUSINESS Salting of Roads It was pointed out by Councillor El-Jakl that on Thursday, January 4, 2007, roads in the area were very icy, with the presence of “black ice” in several areas of the Municipality. The Department of Transportation salt trucks did not appear to be out, and as a result there were many motor vehicle accidents during the morning. This was the concern of local residents who believe that salt trucks should have been on the road much earlier than they were that morning. No definitive action was recommended by Council. BUILDING PERMIT REPORT A summarized report of the building permits issued during the first nine months of 2006 was provided to councillors prior to the meeting. This report indicated that for the first nine months of the current fiscal year there were 89 permits issued at a value of $3,263,900.00. Although this is substantial construction during the year, it is considerably less than in prior years, in fact it is the lowest value of construction and the lowest number of permits issued in any of the last five years. This is an indication of the assessment increase that may be expected in the next fiscal year. SCHOOL ZONE SIGNS It was indicated that there are school zone signs still remaining in the area of the former B.M.H.S. Municipal Staff will inform the Department of Transportation and Public Works that these signs still remain in the area. CLOSED SESSION Council then entered into Closed Session for the purpose of discussing several legal matters. Councillor Stewart arrived during this discussion. OPEN SESSION Council then returned to Open Session.
