Town of Barrington
Minutes of the regular meeting of the Barrington Municipal Council held in the Council Chambers, in the Administrative Centre, in Barrington, N.S., on Wednesday, July 11, 2001.

The meeting was called to order by the Warden at 7:00 p.m. with the following members present:

- Warden Sterling Belliveau

- Councillor Angus Atkinson

ADDITIONS TO AGENDA

It was agreed that the Visitor Information Centre tenders be added to the agenda.


APPROVAL OF MINUTES

Moved by D. Hunt and seconded by F. Bower that the minutes of the last meeting held June 27, 2001 be approved as circulated.

Motion carried.


MATTERS ARISING FROM THE MINUTES

Surplus Federal Properties

The Clerk reported that a letter has been received from Public Works and Government Services Canada regarding the surplus properties located at Baccaro.  The letter advised that if the Municipality is now interested in acquiring the properties on behalf of the Shelburne County Mutual Aid Association that they would be pleased to submit an offer to the Department of National Defence and Fisheries & Oceans.  Public Works and Government Services Canada has established a market value of $56,000.00 on these properties.

During discussion it was noted that the Shelburne County Firefighters Association, formerly Shelburne County Mutual Aid Association, is planning to submit an offer of $10,000.00.  The Association is currently contacting the seventeen (17) volunteer fire departments within Shelburne County asking for a financial contribution towards this amount.

Moved by E. Nickerson and seconded by F. Bower that the Municipal Clerk contact Mr. Russell Hatter, President of the Shelburne County Firefighters Association, to determine what steps are being taken to acquire the federal property, and to also determine what is expected of the Municipality.

CORRESPONDENCE

Book Launching

In advance to the meeting each member of Council was provided with an invitation to attend the book launching of "Images of Our Past Historic Shelburne", which is to be held on Saturday, July 14, 2001, at 1:00 p.m. at Guild Hall.

Bill 54

The Clerk reported that a letter has been received from Mr. Darryl Dexter, Leader of the Opposition, thanking Councillor Hunt and Councillor Smith for the opportunity to meet with them to discuss Bill 54, and our efforts to meet the health care needs of the Municipality.

Standing Committee on Fisheries & Oceans

The Clerk reported that a letter has been received from MP Gerald Keddy thanking the Warden for providing the facility and attending the informal hearing of the House of Commons Standing Committee on Fisheries & Oceans, on May 6, 2001.


REPORT OF WARDEN

The Warden provided a brief report on his activities since the last Council Meeting.


COMMITTEE AND BOARD REPORTS

Waterfront Development Committee

Councillor Smith provided a brief update on the activities of the Waterfront Development Committee.

Public Works Committee

Vehicle Tenders

Loader

Moved by W. Smith and seconded by D. Hunt that prices on both a 60 hp and an 80 hp loader, meeting the specifications reviewed by the Public Works Committee, be obtained from Caterpillar Ltd., John Deere Ltd. and Komatsu Ltd.

Motion carried.

Public Works Truck and Building Inspection Truck Tenders

Conflict of Interest

Councillor Dwayne Hunt declared conflict of interest, vacated his seat, and moved to the spectator area.

Councillor Hunt is employed by a local car dealer.

Moved by W. Smith and seconded by E. Nickerson that the Municipality tender for two (2) vehicles in the Coast Guard Newspaper.

Motion carried.

Councillor Hunt then returned to his seat.

Children's Aid Society of Shelburne County Tax Exemption

Moved by W. Smith and seconded by D. Hunt that pursuant to Section 71 of the Municipal Government Act, the property located at the former Barrington Consolidated School property, that will be owned by the Children's Aid Society of Shelburne County, be exempt under By-law No. 25, "By-law Respecting Tax Exemption" and the by-law be changed according to the required process under the Municipal Government Act.

Motion carried.

Community Grant Funds

Greenwood Cemetery

Moved by W. Smith and seconded by F. Bower that a grant of $2,500.00 be provided out of the District 1 Community Grant Fund to the Greenwood Cemetery for the purpose of repairs and maintenance to the cemetery.

Motion carried.

Seaside Cemetery Club

Moved by W. Smith and seconded by A. Atkinson that a grant of $1,000.00 be provided to the Seaside Cemetery Club out of the Community Grants Funds for District 6.

Motion carried.

Highways

Moved by W. Smith and seconded by L. Halliday that a letter be sent to the Department of Transportation, indicating that the shoulder of the road in the vicinity of Symond's Lane, in Centreville, is approximately six (6) inches lower than the paved roadway.  This presents a dangerous condition for both drivers and pedestrians and should be corrected.

Moved by E. Nickerson and seconded by L. Halliday that the above motion be amended to include "the shoulder of the road in the vicinity of Sydney's Hill in North East Point".

Motion carried.

The motion as amended was then put to a vote and carried.

Waterfront Development Committee

Barrington Bay Trail

The boulders put in place on the trail as a temporary barricade are being moved by individuals to gain access to the trail for their ATV's.

Moved by D. Hunt and seconded by A. Atkinson that a letter be written to the local R.C.M.P. requesting foot patrols of the trail until the permanent barricades are put in place.

Motion carried.

Capital Budget

Moved by D. Hunt and seconded by A. Atkinson that the Capital Budget be deferred to the next meeting of Council.

Motion carried.

It was noted that the Canada/ Nova Scotia Infrastructure Works announcements will take place on July 12, 2001, and these announcements may affect the budget.


PHYSICIAN RECRUITMENT COMMITTEE

The Clerk reported that a letter has been received from the Barrington Health Clinic Steering Committee advising that they have nominated the following individuals to serve on the Physician Recruitment Committee:

- Debbie Goreham, Barrington Passage
- Marion Dormer, Barrington Passage
- David Eldridge, Barrington

Alternates:

- Walter Wilson
- Jack Fry

Moved by D. Hunt and seconded by E. Nickerson that Debbie Goreham, Marion Dormer, David Eldridge, and alternates Walter Wilson and Jack Fry, be appointed to serve on the Physician Recruitment Committee.

Motion carried.


COMMUNITY GRANT REQUESTS

Clyde Lodge No. 98

Councillor Bower advised that he has received a request from Clyde Lodge #98, Independent Order of Odd Fellows, Port Clyde, requesting a grant of $600.00 to assist with the purchase and installation of a new door for the hall.

Moved by F. Bower and seconded by W. Smith that a grant of $500.00 be provided to Clyde Lodge #98, Independent Order of Odd Fellows, out of the Community Grant Fund for District 4.

Motion carried.

Woodside Cemetery

Councillor Bower advised that he has received a written request from Trustees of Woodside Cemetery in Upper Port LaTour.  The group is requesting financial assistance, in the amount of $1,200.00, to assist with maintenance of the road from the church to the cemetery.

Moved by F. Bower and seconded by L. Halliday that a grant of $1,000.00 be provided out of the District 4 Community Grant Fund to the Woodside Cemetery for the purpose of repairs to the cemetery road.

Motion carried.

Seaview Cemetery Company

Councillor Bower advised that he has received a request from Seaview Cemetery Company for financial assistance to assist with repairs and maintenance to the Cape Negro Church as well as the cemetery.

Moved by F. Bower and seconded by D. Hunt that $2,000.00 be provided out of the District 4 Community Grant Fund to the Seaview Cemetery Company for the purpose of repairs and maintenance to the Cape Negro Church, and the cemetery.

Moved by E. Nickerson and seconded by D. Hunt that the above request be referred to the Finance Committee and that clarification be obtained as to whether the church is still in operation. 

Motion defeated.

Moved by E. Nickerson and seconded by D. Hunt that the above motion be amended to require the $2,000.00 grant be spent on the cemetery only.

Motion defeated.

The original motion was then put to a vote.

V.I.C. TENDERS

The Clerk reported that the deadline for tenders for the design of the Barrington Visitor Information Centre was 4:00 p.m., on July 10, 2001.  Five (5) tenders were received with one of those tenders being received after the deadline.  The Clerk suggested that a few councillors be appointed to review the tenders in detail and make a decision, or the tenders be referred to the Finance and Administration Committee to be dealt with on Monday, July 16, 2001, and that the Finance and Administration Committee be given authorization to make a decision on the tenders received.

Moved by D. Hunt and seconded by L. Halliday that the V.I.C. tenders be referred to the Finance and Administration Committee and that the Committee be given authorization to make a decision on the tenders received.

Motion carried.
