RE: AMALGAMATION OF FIRE DEPARTMENTS

The meeting was called to order by the Mayor of the Town of Clark's Harbour, in the Conference Room, in the Administrative Centre, in Barrington, N.S., with the following members present:

- Brian Crowell, Town Clerk
- Brian Holland, Municipal Clerk
Absent were Councillor Fred Bower due to work commitments and Warden Sterling Belliveau due to another Municipal commitment. Also absent was Councillor George Goodwin.
PURPOSE OF MEETING
The purpose of this meeting was for the councillors of the Town and the Municipality to discuss the agreement for the amalgamation of fire departments.
The discussion centered around the proportional funding between the Town and the Municipality. Paragraph 7 indicated that the proportional funding would be 77% Municipal, 23% Town. There was much discussion as to how this number was arrived at and whether it was reasonable and fair. At various points during the discussion there were many suggestions made.
The proposed funding as put forward by the fire department amounted to approximately 11 cents per $100.00 of assessment in both the Town and the Municipality. It was indicated that the Town would prefer a funding formula based on assessment in the fire districts.
Proportional funding was discussed at great lengths. It was generally agreed at the end of the discussion that the length of the agreement would be ten (10) years and that the funding proportions would be based on the assessment within the fire districts.
Interim financing arrangements will be made with the bank and the Municipality and the Town will guarantee the interim financing as well based on the current assessment within the districts.
