SPECIAL MEETING OF COUNCIL

July 6, 2004


The meeting was called to order by the Warden, in the Conference Room, in the Administrative Centre, in Barrington, N.S., with the following members present:

- Warden Sterling Belliveau
- Deputy Warden Eddie Nickerson
- Councillor Angus Atkinson
- Councillor Fred Bower
- Councillor Louise Halliday
- Councillor Dwayne Hunt
- Councillor Wayne Smith

- Brian Holland, Municipal Clerk
 

PURPOSE OF MEETING

The purpose of this meeting was to meet with Mr. Cecil O’Donnell, MLA for Shelburne County, to discuss the construction of a new school in the Municipality of Barrington.
 

INTERVIEW WITH MLA

Mr. O’Donnell appeared before Council and proceeded to have an informal discussion regarding the construction of the school with the councillors.

A letter had been received from the Minister of Education, today, regarding the school site.  This letter was read to the members for their information.  It says, in part: “Council’s decision requires the Department of Education to expand the site selection process.  The School Board’s other sites will now be further investigated.  Should one of them be chosen and is located within the service boundaries of the Municipality of the District of Barrington, you will be contacted concerning servicing of the site.”  

The information that had been provided to the School Steering Team by Mr. Paul MacLellan, who is employed by the Department of Education, was reviewed for the benefit of members and our MLA.  

It was generally felt that the Department of Education is blaming the Municipality for delays in the construction process, and in the process of choosing a site for the school.  The Department of Education is now looking at alternate properties as well as those owned by the Municipality.

It is uncertain as to whether or not the project will be delayed or terminated.  It was indicated to the S.S.T. by Mr. MacLellan that the second site, behind the Causeway Interiors building, has too narrow a road access for it to be used at the present time.  The Department of Education is also uncertain of the availability of water at this site.

Moved by E. Nickerson and seconded by W. Smith that our MLA be requested to arrange a meeting with the Minister of Education and with Mr. Paul MacLellan to discuss the construction of the new school.
